News: new packages: hasyutils, pySpectra, tngGui; Debian-10 upgrade

• new packages distributes: hasyutils, pySpectra, tngGui:
  • re-build system for building these packages
  • support for python2 and python3
  • python3 version is installed, if python3-sardana is found in a PC

• pySpectra upgrade: various new features for pyspMonitor.py (to replace SardanaMonitor.py)

• TngGui upgrade: towards a general analysis tool for our Tango/Sardana envirnoment.

  new features:

  • attributes widget of MGs: list element, list conf., checkmg

    checkmg: status of devices and of doors, MS, Pool,

  • LogFiles
  • tabs for: door, ms, pool, allowing to open attr/com/prop widgets
  • attribute widget: spectrum attribute
  • MCA widget: allows for testing

• Debian-10 upgrade
  • Debian-10 is ready, tests passed
  • Install Tango 9.3, tests passed
  • Install python3-sardana, done
  • python2/python3 compliance, new packages for hasyutils, pyspectra, tnggui, done
