new packages: hasyutils, pySpectra, tngGui: extended mvsa, added ssa for all modes

Side effect: PySpectra.toPyspMonitor() renamed to HasyUtils.toPyspMonitor() and isPyspMonitorAlive() likewise. Reason: PyQt5/PyQt4 conflict under python3, MacroServer vs. PySpectra.
Serial motions (P06, P08): it was requested to serialize combined motions, e.g. 2 axes operated through the same controller. Or two VmExecutors operate the same physical devices, like the opening and the center of a slit, status ongoing
User limits, user calibration (P06, P08): status ongoing
