News: Office 2019; new version of hasyutils

• Office 2019 installation for office PCs, personal computers, not: ExpPCs, LabPCs, functional notebooks.

  In unclear cases Hermann Franz will decide.

• new version of hasyutils to fix the ScanID issue (hopefully).

• User limits, user calibration (P06, P08): status ongoing

• Debian-10 upgrade, new PCs are installed with P10, no ExpPC under Debian-10 so far.
