Upgrade central FS IT resources

The following upgrades of the central FS IT resources are planned:

• BL cluster, upgrade the current system to a GS4S, SSD: 4 x 24 x 4 TB, IO: 30 GB/s
• New proxies on demand.
• dCache extension, FS part
• HPC nodes, Dual Xeon, 512 GB RAM, P100: 28 systems
